Two plans. The difference is when you pay for the setup, not whether.
Startup has no setup fee and costs €1.00 more per passport: the same fee paid by instalments, credited in full when you move to Standard. Up to 5,000 passports the two routes cost the same to the cent.

You set yourself up, you pay by card, you are issuing passports the same day. For the first few thousand packs, before there is a budget line called compliance.

Moving up is arithmetic, not a negotiation: the setup for your volume, minus €1.00 for every passport you have already generated. Passports are counted when you generate them, which is the same moment they are billed, so the credit is money you have already paid. Past 5,000 there is nothing left to pay on the first step, which is exactly where the plan ends.

Prices exclude VAT. Where a number would change how you keep your data, the reason it is set where it is matters more than the number.

Keeping the record, and giving it back to you
Superseded part number revisions stay readable forever at no cost, because a passport issued in 2027 has to keep meaning what it meant in 2027. Exporting everything is free and always will be. You also get a full export delivered to your own storage every month, without asking, so the answer to “what happens to our passports if you disappear” is that you already have them.
And we will not switch a passport off over an unpaid invoice. Those batteries are in the field and the regulation requires the record to stay reachable, so the hosting price already reflects a fee we could not enforce.
